【記者鄭恆峰報導】我國收入低、缺乏社會補助的「近貧族」已接近250萬人，為了保障這些弱勢族群的健康醫療照顧，金管會保險局研擬推出「微型保單」，提供民眾以團體保險的費率，購買「壽險、意外險、健康險」等基本商品。實踐大學風管系教授彭金隆指出，微型保單以低價提供基本醫療意外險，其中以10萬保額的一年期意外險為例，一般人需花費100元，微型險最低只要20元。
彭金隆解釋，真正的窮人有社會救助，未必需要再買保險。然而像單親媽媽，卡債族，與偏遠農漁村及原住民部落居民等人，多半在這波金融海嘯下淪為近貧人口，再加上失業人口，估計全台約有80萬到250萬的近貧族。他們手頭經常沒有多餘資金，對生老病死與災難的容忍程度，比一般人更低，「微型保險」的出發點，就是要將發生災害後的善後處理，轉以保險來控制。
彭金隆說，微型保險不是社會救助，和商業保險也不一樣，重點在讓當事人用最少的錢買最基本的醫療保障，以團體險方式銷售，優先推動「醫療險、意外險及定期壽險」等基本保障。
金管會保險局局長黃天牧則表示，台灣的社福機制已相當健全，農保和勞保也有廣大的投保人口，但還是有「缺口」。微型保險的對象，是那些未能達到政府社會救助標準的人口，而這些人很容易被一般商業保險忽略不保。
黃天牧說，微型保險目前仍屬草擬階段，未來若順利推動，一般民眾不論收入高低皆可加保，因為微型保險規模若夠大，整體承保體質會更安全。
法國巴黎人壽表示，該公司的一年期醫療險概念就類似微型保單，消費者可在每年期滿後決定續保或解約，不但選擇彈性高且保費較低，同時可獲得基本生命安全保障。目前購買該商品的族群多為社會新鮮人，或收入較低的家庭。
「微型保險」最早於2005年由印度保險發展局提出，當地的保險公司把窮人保單印在肥料袋上，農民只要買包肥料，就等於購買保險，這使得印度成為推動窮人保單最成功的市場。

覺得之前因為「醫療險」,
弄得和業務員「炒翻」
我發覺：
我對於業務員,並沒有提供正當的訊息：
我現在才知道 “carticel” 約花費 70~80萬，
而膝蓋的手術,依照我之前的投保比率 (只佔15%, 約１萬５)
中間的差距很大，
還不算，我的膝蓋是被排外的
我覺得：
窮人生病，
真是種 「惡信循環的開始」
我的業務員

6. 避免濫用新藥：
l 年輕又健康的人, 不太容易因為一點副作用,就身受煎熬。
l 真正服藥的,大多都是 年老即虛弱的人；
l 懷孕的婦女,被排除於實驗之外；
l 被實驗者,大多沒有服用藥物 （藥物副作用is out of control）
7. 使用一般而不昂貴的藥：
l 學名藥(cheaper)
l (1/7在美國退休協會的老人,無法負擔醫生所開的藥)

Though we just meet each other on today’s C1 contest, I still want to say: Thanks for giving me the wonderful Friday night .
Ah~ I love Legacy’s 3/20 meeting
Legacy does treat FJUTM (Dorothy, Sam, and me) as family.
I am amazed at the overall performance of TME: Vera Chang CTM-CL, who is a senior member and works in “廈門”. She introduces everyone with the topic of the theme “ Goal/ life goal/ short-term goal and long-term goal”. She makes phone call to the people before the meeting, so that she can introduce everyone. As a busy businesswoman, I admire her sprit very much.
Variety session master: Janice Hsu CC, gives us the “war” between man and woman. I am so “smart” that I help the “female” team beat “man”.
C2: Pluck gives us the decent topic: The Hero’s Road.
C10: Pamela Wang inspires us to make our dreams “visualized” , and with plans. I am so touched that I want to make my goal “being healthy” visual plan now.
A8:Alex Chandra CC makes us laugh a lot at his “Sunday morning.”
IE team is so “heavy-weighted” that I don’t know how to describe it:

If I gave a speech there, I would get “lots of valuable ” feedbacks from those experienced “heavy-weighted evaluators.
There is also a special session of “TM Experience sharing”: which invite Peter Tzeng to share his “20 years experience” of being in Toastmaster. He brings Mike Yang to TM. WoW! ( I sit just right next to Peter Tzeng, I feel Peter is really “kind” to me, “the young lady” He is a 大同大學 教授)

There are so many things to say, I think as a FJUTM, I can “broad my horizon” by visiting your club.

我就去大陸出差了

金融海嘯引發全球股房市重挫，不只各國保險業岌岌可危，台灣業者也在剉咧等；再加上我國央行降息計七次，逼近零利率，壽險業經營悽慘，台灣人壽董事長朱炳昱昨天說，去年全年台灣壽險業虧損達一四四三億元，創歷史新高，並將前四年賺的錢全部吃掉，主因是壽險業投資股房市慘賠，以及實施卅四號公報所致。
不過，財團法人保險事業發展中心董事長賴清祺引用麥肯錫（Ｍckinsey）公司對台灣保險業評價說，台灣是亞洲第五大保險市場，歷史成長率達一八％，雖大受金融危機衝擊，但長遠仍有很多利基與優勢，包括人口老化退休需求，二○二五年台灣六十五歲以上老人將占總人口二○％，以及儲蓄率高，加上進入大陸與越南市場機會，預估台灣壽險業未來五至十年可望強勁成長，與大陸、印度並駕齊驅。
國內產險業公會理事長石燦明指出，金融海嘯對台灣壽險業衝擊很大，但產險業受傷很輕，主因壽險業保單是長期保單，是產險保單的幾十倍；而產險業保單，除了工程產險保單外，其餘都是一年期短期保單。
目前台灣壽險業可運用資金達八兆元，產險業可運用資金二千一百億元，壽險業是產險業的卅七倍。
朱炳昱說，目前台灣已正式進入利差損時代，壽險業投資股房市，起伏很大，導致去年壽險業慘賠，建議政府開放壽險業可運用資金投資於中國大陸。

Lots of contestants talk about their lives, especially how they face their difficulties: They don’t run away, and they get “great support” from other members of Toastmaster. As in Rebecca’s “Be different” and Janice’s “Open your eyes.”
Tiffany talks about “a crisis is a chance.
Jack talks about the problem with his mom: getting the identity and love your family at the same time.
From those speeches, I realize that all the toastmasters come her to share their experience, “surviving kits.” It’s too easy to find excuses. It’s a pity that you miss the great opportunity to witness those touching speeches.
However, you could still join the are C speech contest on 3/29. Please contact Dorothy if you want to go by 3/25.
